Ethics survey for city of Oulu employees
As part of developing the ethical culture at the city of Oulu, the city conducted an ethical survey for its personnel in collaboration with Code of Conduct Company. The aim of the collaboration was to explore the views and experiences of Oulu city employees regarding the organization’s ethical practices.
Code of Conduct Company was responsible for implementing the ethics survey and analyzing the results. In the reporting phase, the results from Oulu were compared to reference data from Finland’s public sector, collected as part of the Nordic Business Ethics (NBE) Survey 2022.
The survey was partially adapted from the original Nordic Business Ethics Survey, with additional themes specific to the public sector. The questions focused on the realization of ethical conduct within the respondent’s work community in the following areas:
- Practices that support ethical conduct
- Addressing unethical behavior and consequences
- Ethical compromises
- Observations of unethical conduct
- Raising concerns
Työyhteisön kokemusten ymmärtäminen eettisen toiminnan toteutumisessa on kriittistä eettisesti kestävän työkulttuurin johtamiselle ja kehittämiselle. Kysymykset auttavat sekä vastaajaa, että tulosten tulkitsijaa pohtimaan, mitä eettinen toiminta tarkoittaa käytännössä ja mitkä tekijät vaikuttavat sen toteutumiseen.
Code of Conduct Companyn asiantuntija esitteli kyselyn tuloksia kaupungin johtoryhmälle. Tämä toimi pohjana tulosten pohjalta tehtävälle työlle kaupungin eettisen toimintakulttuurin edelleen kehittämiseksi.
Understanding the experiences of the employees regarding ethical conduct is critical for leading and developing an ethically sustainable work culture. The questions help both the respondents and those interpreting the results to reflect on what ethical conduct means in practice and what factors influence its realization.
An expert from Code of Conduct Company presented the survey results to the city’s central administration. This served as a foundation for further work to develop ethical organizational culture.
